The old bolts are a straight torque style one, the newer one is a torque plus 90*. Look at the head of the bolt and you will see T<90 on the newer ones, earlier ones do not have this and should not be torque that way either.
The reason it in 1991 the certification changed on the engine and they changed the head bolts to a different design. 1991 and prior bolts SHOULD NOT be used in 1991 and later engines, but 1991 and later bolts can be used in the older engines.
