A local fleet of big trucks that frequents Canada and a lot of other cold places has all their trucks equipped with a bunch of stuff from a company called ( I think ?? ) Artic Fox.
The entire fuel-line system runs inside heater-hoses; there are coils of coolant inside each tank; and, each fuel-filter is surrounded by an insulated aparattus through which hot coolant flows.
I think the filter heating devices would be a big benefit in really cold places.

I'm thinking of running a Davco unit. They have an electric heater built into them I believe. When they need changed, drain fuel out the petcock, unscrew the ring, stick in the new filter, tighten the ring, and go. When the fuel pushes so far up into the clear plastic cover, change it again.
