Sometimes taking things apart then putting them back together fixes the problem. Then before you put the long lever back on, you should be able to move the stub lever back and forth to be sure it's engaged in the rails or shifter mechanism.

Was the shifter in NEUTRAL before removing it ??

Remove the shifter, look inside and see if the slots are all lined up for NEUTRAL; if not, line them up with a big screw-driver or the like, then re-install the shifter, making sure the end goes in the slots.

Never pull a shifter with the transmission in gear, always in NEUTRAL.

Hope this helps.
