So the first one is a black box mounted behind the glove box,

I thoughts that’s what it was for I will. E removing that from the harness before it goes back in the truck since the po deleted everything on the frame and has already cut the wires at the back

The second black box in the pictures controls the grid heaters on the '89 and '90 12V trucks.
I think that box might be on the '91.0 trucks as well, but I would have to check to remind myself

The truck is a 91, nothing in the message center works, so would there be a way I can check to make sure that’s working and if not would it be safe to wire up off of a switch and delete that whole box?

I would not put it on a switch, as it could be left in the on position. Those grid heaters use a LOT of power.

If I had to rig up a system I would use a push button so you could not accidentally bump the switch and leave it on.

Or depending on how cold it gets when you plan on driving the old girl, not hooking them up at all.

There in a dumptruck that I plan to use for work kinda year round, I would do a push button that would be ok, the cab was rotted off the thing and I had another laying around from a parts truck but the more I have dug into this thing the worse it’s gotten

Well let me know if you need another Cummins reg cab, cab to work with. I am up in VT and have stuff like pretty decent cabs [or about anything else you might need for it] around my shop.
