Boost elbow?

Does the first gen. benefit from a boost elbow?

A boost elbow only has to do with controlling the wastegate (or delaying the air flow to the wastegate in order for it to open later) on a turbo. Stock first gen. turbos don't have wastegates on them.

What's prompting this question?

I just got this truck and did not know there was not a wastegate on it. Now I know.

I really think this truck is low powered compared to my '97. I was just looking for some kind of power upgrade on the cheap to make this truck have a little more pick up.

Take a stroll through "The Sticky" thread listed at the top of the first page and read the performance threads. There are some simple pump adjustments similar to your '97 that will increase power.
