No, they are two different things. Wheel lean or tilt is the top of the wheel tilted in or out, Camber and caster has to do with the pivot axis of the kingpins. Camber is the axis angle tilted in or out and caster is the axis angle tilted for or aft. Adjusting camber also changes the spindle plane off of horizontal. To bring the spindle back to horizontal, they add angle shims behind the spindle. Thus, bringing the wheel back to vertical.

 

Those shims are considered a camber adjustment aid - because it is a solid-axle. Good luck trying to eyeball if a shim is tilting the spindle/wheel truly at 12 o'clock, or actually at 12:15 with respect to the kingpin axis.

This reminds me of what is sometimes done to I-beam front axles. Where very heavy or light loads are anticipated, the beam is recurved slightly to compensate.
