aagh, registration fleecing

So I got my truck from my dad, he used it as his personal rig and tow vehicle for about 6 years. He had it registered at 26 gcvw. I went and changed the title today, and in the 10gcvw 15gcvw , is around $330, the 15-20, which i wanted, is I think around 450!!!! for a year, aparently in commiefornia any vehicle over 10,001 gcvw has to get the special weight reg, and have the tag on the side of the truck. I live next to the highway, and see guys all day long in brand new diesels towing triple axle toy haulers, with no tags. Ive had chp tell me they are suppose to pull into scales, but usually don't enforce it, probally lack of manpower. Since i have an altered bed, i stick out, and have to pull into all scales, empty. I hate califonia. so now im registered under 10,000, thats like half my payload capacity.

I guess I am naievve.

The weight plate on the door jamb is the "legal" weight. We all know they will haul or drag plenty more, but here in PA there is no discussion in the matter (as far as I know?). Based on my jamb tag I am only legal to 8800 and change.
