91 D350 steering wheel locked

My dad needs some help asap with his 91 D350, the steering wheel and ignition are locked up, its just like the normal steering wheel lock but he's tried turning the wheel both ways and it still wont unlock so I'm not sure what it could be. Also if it helps it does not have tilt steering. Any help is greatly appreciated!

edit: Took the steering column apart and got the wheel unlocked but it looks like the ignition is broke so we had to hot-wire the truck to get it home.

While searching for information on the tilt-columns, I found several tech articles on the non-tilt columns at ramcentral.com.
