Are you asking on a 12v or on a common rail? your sig shows a common rail and that doesn't have a fuel shut off solenoid per say.

the shut off solenoid is near the back of the pump, it has a boot covering a shaft that pulls the fuel lever up and down, when you pop the hood stand on the driverside of the truck, staring at the side of the engine where the injector pump is you will see near the back of the pump on the side of the pump a solenoid with a wires coming out of it (only electrical thing on the pump) the wires probably have a plastic cover on them. heres a pic, the solenoid has the blue plastic wire shielding coming off it. (lever in up position is run, down is off)

Isnt there also a relay that goes bad more often than the Solenoid?

I think I would verify it being bad before spending the money.

Look for a bad relay and the blue wire at your driver's side battery for corrosion first.
The solenoid rarely goes bad, you will be wasting money to replace it, lots of it.

The solenoid uses two voltage sources. One when the engine is cranking and one to keep the solenoid in a run condition. The diagram below is a summary of the wiring diagrams in the 97 service manual. Your 96 should be very similar.
