Sounds like the shutdown solenoid is not working. Have someone pull straight up on the solenoid and someone else try to start the engine. The solenoid is on the driverside of the engine on the side of the injection pump. It is the thing with the rubber boot on the bottom. If it starts by pulling it up by hand then you need either a new relay or the fussable link that sends power to the solenoid. Go to www.fostertruck.com for more info and the correct parts.

Did he bleed the air from the lift pump when he changed it. He would need to crack the injectors too if he cranked it over without bleeding the air from the pump.

on top of the fuel filter there is a nut with a smaller nut on top of it. That is the air bleed vent. Crack the smaller nut open about 1/2 of a turn then pump the lift pump until just fuel comes out of the vent. Close the vent and give the pump a few more pumps. There will still be air in the line to the injection pump. You can bleed that by cracking a fitting by the pump. You should be able to get the truck to start now but it will die several times and run rough until the air is all gone.
