I have looked for the block heater in my 1998 12 valve and can't seem to find it. (My wife says I can't find anything in front of my nose, so that might be it).

So, what side is it on, in the middle of the block or where?

Mine is on the passenger side in front of the turbo

 

Some of the 98s had the new, smaller screw-in style block heater. Mounted in the same place, right behind the oil filter, it just looks a bit different.
