wastegate seized

97 12 valve cummins with an hx -35w.
My wastegate is seized and I'm not sure if it's open or closed. The tab that the actuator hooks to is parallel with the turbo. Does anyone know if this is the open or closed position? I'm going to try and free it up bit I don't want to force the lever in the wrong direction. Thanks for the help.

take a picture and post it. then we'll know for certain

you can also just take the little snap ring off and pull the actuator arm off of the wastegate and see if it's moving freely. it's not rocket science, just a little flapper inside there.

I did disconnect the acuator and the flapper is seized. Just wondering which way the arm travels so I don't break anything. And I'm a union ironworker so I'm much smarter than a rocket scientist so no fear there.

If you look at the little pot with the hose the boost pressure pushes the rod to open the wastegate.

The cover over the rear of the turbo exhaust has six (?) bolts. I'd take them off and look at the thing directly. It's hillbilly, but occasionally people weld the thing shut. If not, a little persuasion with a chisel should pop it loose- with the WG actuator disconnected of course.
