Recall is to prevent a lack of throttle.

The only way I know to shorten a stretched throttle cable is to shim it at the attach point to the foot feed

The linkage on my 98 has a double threaded rod, that will shorten up between the arm the cable attaches to, and the throttle lever on the pump.

Adjusting the linkage rod will screw things up, you will either not have idle or WOT.
Linkage is supposed to be a set length, I think 5"
If the cable needs to be adjusted that means it has stretched and should be replaced.

The linkages on both of my trucks are the length of the pump.

The threaded rod I speak of is towards of the linkage rod, you can see the double nuts on it.

Yes, I know the rod you speak of well. It is used to adjust the throw (5") of the bell crank shown in figure #11 here http://dodgeram.info/tsb/recalls/970/repair.htm

This is the 97-98 recall
http://dodgeram.info/tsb/recalls/B15.htm

Both illustrate the bell crank to throttle rod setting. If you change the setting on an auto is screws up the kick down cable and TPS.

Actually, the 94-96 recall points to where you can temporarily fix a stretched throttle cable. Add shims between the cable stop & cable retainer

They sure should be able to tell you what the problem is if it doesn't fix it.
