Rusty intake manifold threads?

Rusty intake manifold threads?

I installed my plate today, and when I took the bolts out, I noticed they were a bit rusty...

Why would that happen?

Also, did the bolts come with RTV on the bottom from the factory?

When I did my plate they were rusty too. I also noticed that red dot of lock-tite on the bottom of them. I have moved my plate numerous times and the rust has never been a problem. I have no clue why they would rust.

Mine are a bit rusty also, the only thing i could think of is condensation from the grid heaters.

The outside bolts (driverside) are through holes except for two above the fuel filter boss (used on 1st gens). That's why they rust. The inside bolts next to the valve covers are open to charge air and need to be sealed with teflon or other sealer. 18ftlbs torque.
