RPM question
Dodge does not provide a set rpm range specification for shifting on the automatic once installed in the truck. The only recommendation is that it should shift into high (third) at between 20 and 30 mph under light throttle pressure and on a level road. If you pick up the transmission repair book, it will give you bench rpms and line pressure settings, but that is not real world installed transmission data, so is pretty useless for the average guy.
If it shifts outside of the speed range above, you either have a Throttle Valve Cable with a broken end, or a bad TPPS. Or, the transmission is in need of band adjustment, oil, or other repair work.
Unfortunately, this is for a stock engine. If you modify the pump or injectors, or change the timing, you can shift wherever you set it to do so. But, keep in mind that the transmission, converter, and flexplate require significant modification if you allow it to shift at high rpms and torque values, or it will tear up the transmission.
Many years ago, I actually had one explode and tear the truck body apart behind the engine when the flexplate let go and spun the converter and transmission input shaft through the cowl and out through the windshield. Missed my left foot by less than a quarter of an inch, and really got my attention as to why to significantly modify the transmission when I tweaked the engine. Oh yeah, I had an explosion blanket on the transmission, too! It just ripped off and went with the input shaft!

bad tpps? what happens if that is bad? also has 38k on motor. i recently took it dodge for the throttle linkage recall.. would they fix the linkage and not fix the throttle cable if it anything was wrong with it
As far as the dealer, they will fix only the recall parts (for free). Usually they love to gouge and go for the gold.
What mods on your truck? 2500 is a pretty high shift for a stock truck & tranny. Something tells me you have GSK and a fuel plate.

Everything appears stock & normal.
No adjustment to throttle cable. They do stretch and once to the point of not getting full throttle, you can either shim at the pedal or replace it.
