Real time help needed, lift pump install

So I am in the process of tracking down a low fuel pressure problem, just replaced the OFV, pressure got better, but not in spec. drops to about 3psi under a load. I have an extra lift pump at the shop and in the process of changing it, I found something a little weird. Inside the elbow on the lift pump I found a small rubber cone, fits perfectly inside the elbow. It is a HUGE restriction in the fuel system, does anyone know if its supposed to be there. I have ALLDATA (somedata...), but it is less than helpful with the Cummins. If you look at the pic, the small end of the cone went into the elbow towards the threaded end. Lemme know if that makes sense, or if someone left me a surprise in the fuel system. Thanks in advance!!!

It doesn't belong in there.
Never seen anything like it, no idea what it is except maybe some kind of dust plug.

Umm, yeah. Wow. It runs like a 12v should now. Wish I had installed a fuel pressure gauge sooner [dummy]. Anyone that hasn't put one in yet, its well worth it. This thing has been stuck in my fuel line for who knows how long, and it ran fine, that is until the OFV went bad. It amazes me sometimes the things you find in cars.

Charcoal water filter? Limiter for a juvenile?
