Oil leak at filler tube, notch in plate

Oil leak at filler tube, notch in plate

have a 97 12v, have an oil leak, a slow drip at the bottom of the filler tube. I thought the tube had a crack so I replaced it. Well the tube was ok but notice there is a notch at the bottom of the hole where the filler tube screws in on the front cover.

So have new tube and gaskets but still leaks. Why is there a notch in the front plate? anyone else run into this issue? May try rtv. open to good ideas.....

I'm looking at the parts illustration on Cummins Quickserve, and that illustration shows a notch at the top and bottom. No idea of the purpose, other than possibly for ensuring location/orientation
