no blue wire to fuel shutoff solenoid

This is a follow-up to my fuel problem here https://www.dieseltruckresource.com/...d.php?t=121837
I still can't start the truck.

I see no blue wire coming off the LH-battery, just 2 black wires going to 2solenoids mounted near the shock mounting on the inner fender (what are these solenoids?). This double black fusible link looks factory because it is wrapped with a Chrysler logo and Assembled in Mexico sticker.

I'm reading at http://www.fostertruck.com/dodge/default.htm that 98 12Vs may not have a blue wire, and use a relay marked spare. Well, it looks like all my fuses/relays are there, and the ones marked spare are empty, see the pic below. Any idea where my the fuse or fusible link to the fuel shutoff solenoid is on my truck?

And back to the no-start...I turn the key, the solenoid stays in the down position. When I lift it up, it stays up. It seems to crank fine, but there is a little smoking and sizzling on the positve terminal, with the 2 black fusible link, also pictured below. This fusible link ring terminal looks bad and corroded, I guess it should be replaced.

So, what is the double black fusible link, what's it called, where can I get a replacement, will it help the truck start? It looks bad, smoke is not good, I want to replace it!
Is this my "blue wire", if not where is the fusible link or fuse to my fuel shutoff solenoid.

Thanks for you help

'98 are mixed bag. Some have the fusible link, some a labeled relay and others a relay marked spare.

The wires you see going to the two relays on the fender are for the grid heaters.

If you see smoke it indicates a bad connection. Start out by cleaning everything up well. Flex the wires, they might be corroded down to nothing under the insulation where you can't see it.

Check the small wire off your starter motor for a good connection, no corrosion.

By all means don't replace the solenoid unless it looks burned up on the outside.

I have no blue wire, so it must be a fuse or relay somewhere? I see the firewall mounted relay, but thought I was looking for a fuse. Where else could it be besides the underhood electrical box? It looks like all the slots marked SPARE are empty. Even the slot marked FUEL SYSTEM is empty

Thanks, I'll probably call the dealer for a replacement.

noted I'll clean it up, and get a bike inner tube on there to replace the missing boot.
