new tranny in my 95, but still some issues

my tranny had been having a pretty hairy magnet the last several services, so i coordinated w/an out of state shop to havel a new(everything except the casing) heavy duty tranny installed, sounded like all the good stuff. billet tc, 10 additional clutches, hvy dty bands, upgraded valve body. now i've got a little problem w/kinda a surge between 2nd and 3rd when on the pedal. also noticed a delay at times goin into 4th. 1st time this came up,about 2 wks ago, their tech had me adjust the front band saying that on our drive home pullin our 5th wheel it probaably stretched and needed to be adjusted. okay, sounded reasonable. so i did per his instructions. tightened just past finger tite and backed off 1 3/4 turns. seemed to do the trick. 2 wks later and not pullin anything, haven't called him back yet, it's doin it again. have read several articles here about adjusting them, and very similar. except what about the rear band on a 47rh. could that be the culprit?

Maybe this is the torque convertor locking / unlocking? The TPS wiring is notorious for being electrically noisy and causing the PCM to lock / unlock around 68mph (with 4.10s and 31" tires)

don't believe it's the tps, dealt w/that before and this is different.

the link that this comes from describes what i feel. i also have read the rear band is for man low and reverse, this states different. i need to find out.
Link--http://www.dodgeram.org/tech/transmission/automatic/AT_band_adj.htm

The front band controls the 2nd gear cluster. The rear band controls the 3rd gear cluster and reverse. For a 2-3 shift, the transmission shifts back to 1st gear with the front band while the rear band engages 3rd gear. If the front band does not release the 2nd gear clutches before the third gear clutches engage, the transmission binds, which shortens the life of the transmission clutches. If the front band releases too early in the shift, the engine will overspeed (sounds and feels like a slip) during the 2-3 shift.
