Either have the fuel pressure checked again or replace the overflow valve.
Good price> http://www.fostertruck.com/Overflow_valve.htm
Easy 5 minute, one wrench job.
If the shutdown solenoid's boot is torn or missing the bottom of the solenoid bore might be full of gunk and it only feels like it's pulling up all the way.
Remove the solenoid and clean out the innards

Clean it up and replace the boot as long as you didn't lose parts.

The first time I learned about the shutoff solenoid was when my truck would not shut off. I had to leave the truck running while I went in the house and searched the forum to find out what it could be. Sure enough, the boot was shredded and luckily all the parts were just hanging there and I didn't lose anything. I think Genos has a replacement boot but I just used some bicycle inner tube and wire to hold it all together. Its been working great ever since.

Tip to make the solenoid easier to deal with when removing is to turn the key on and lift it up before removing.
That way the electromagnet holds it together until you get the solenoid up where it's easier to handle.

That is and easy fix you have with the lock up on the Torque converter. I had the same problem with my 95 and It was the TPS (throttle position sensor) . I replace it and was back running great. Later Don T
