I have a 1996 2500 12v auto, I’m not sure what’s going on with it. It stalled out then after that, the tachometer and speedometer won’t work, the transmission won’t shift up, the fuel shutoff solenoid won’t work and the wait to start, water in fuel, and trans temp don’t come on, and it will rarely start, when it does it just dies right out. So far I’ve replaced the transmission speed sensor and crank position sensor

Tach, speedometer, and transmission-shifting don't matter if the engine won't start and stay running. I would first look at why it isn't starting and/or staying running.
Is the FSS failing to pull up, or is it pulling up when cranking but failing to stay up when you release the key to run mode? FSS's are known to fail occasionally - I've experienced two FSS failures on my truck. Have you tested for power to both the pull and hold coils on the FSS? The symptoms with the dash warning lights makes me think you have an electrical issue. I don't have a wiring diagram handy, but I suggest doing a quick check of fuses in the under-hood and in-dash fuse centers

Sounds like your PCM might have died, or the connection has been compromised.
I am sorry to say, that a '96 47RE auto PCM is not something I have a spare of.
