Funny Shifting...TPS?

I have the perfect amount of power for hills around here when I am in 4th without lockup of the converter.

The trouble is that it never really stays in that mode for more than a second or two. It'll downshift to 3rd and then my speeds are too slow on the hills.

If I mat the pedal it will briefly unlock I think but I pretty much have to keep it matted to stay in the sweet spot.

I see a lockup converter mod but that seems to be for keeping it locked up. I't like to do the opposite or just replace/repair the TPS.

Any thoughts on where to start?

Awesome, I have it printed out.

I think there's still an analog volt meter around here somewhere to test the smoothness of TPS range.

Let you know what I find.
