Engine won't rev past 3400 anymore

Engine won't rev past 3400 anymore
Put an engine back together in a 12valve truck. The truck use to rev to 5k easily, the pump was taken off the truck for a while but then put back on, but the truck sounds great but it won't rev past 3400 and the pump rod is traveling all the way, any help would be great. Thanks
