I have been reading a lot of conflicting information on what the turbo boost should be for my stock 93 5.9 cummins, right now I am getting between 5-12 psi max. I seem to have lost power in the last month and fuel economy has gone way down as well.

That sounds low for max boost.
Is the fuel filter clogged not allowing full fueling?
Do you have any black smoke, which may indicate a boost leak?

I changed the fuel filter/ separator and no black smoke that I have noticed

Try squirting some soapy water on the boots and intercooler and see if you see any bubbles.
I would not be surprised if the aluminum intercooler has some corrosion holes in it.

Also have you checked to make sure the turbo doesn't have too much play in it?

Well my friend came by with a smoke machine and it looks like my intercooler is junk. Anyone have any suggestions? I have been looking around and I am not having much luck finding a good replacement.
