Start at the CAD ( Center Axle Disconnect ) and see if you have Vacuum at the Actuator.

Next, if your heater controls are switching properly from Defrost to vents, you know you have vacuum, it is a matter of tracking where the vacuum leak is or that the vacuum switch on the transfer case is not working. I would go to the switch on the TC and check for incoming vacuum first ( assuming your heater controls switch, they default to defrosters with no vacuum )

Soft lines usually indicate that oil has got in the system. When this happens it can destroy all the lines, your vent control switch, vent control, 4wd vacuum switch, 4wd actuator, cruise control actuator and brake booster.
It is a very bad situation costing over $2000 to fix.

Luckily you might be eligible for recall, both my '95s were.
They will replace the entire vacuum system and give it a 7 year warranty for free.

With your VIN check for recalls here> http://www.dodge.com/webselfservice/...ilForm(%27R%27)
