Switches and clock springs are a common annoyance. Have you tried holding down the accelerate button and see if it does? My 92 is kind of flaky, you have to hit the set button twice in order to hold your current speed. Otherwise it locks in at a lower speed.

Ditto on clockspring, also may want to carefully look over the wire harness in steering column, they are known for breaking near the tilt joint.
