I looked at the vac lines.
They look OK. The thing is, there is nothing lighting up at all.
Seems like there should be a little greenish light illuminating when the CC is activated. Also nothing up on the dash lights up ("cruise on" etc ect)

As said the problem is usually the vacuum line under the battery. It is very difficult to check by just looking without removing the battery and tray. Best way is to pull the hose off the cruise actuator and bring it out where you can see it better.
The clockspring problem is rare in the 12 valves, more often occurs in '98 and newer years.
Second most common problem is a bad brake light switch. The switch has three sets of contacts, brake lights can work fine but not the cruise.
Sometimes you can diagnose a bad switch by lifting up on the brake pedal with your foot while engaging the cruise.
I find it's easier to just replace the switch, fast and cheap.
The switch is $11 at Napa.

All good advice above, but the fact that the indicator lamp on the cruise switch won't illuminate rules out a vacuum leak, and I believe it rules out the brake light switch too. I would remove the column covers and check for broken wiring, then would check the clockspring for continuity. A wiring diagram would help for tracing power.
Don't forget you are working close to airbag wiring here. Use caution, and don't go probing any wires here without knowing what they are.

fixed!!
A BROKEN WIRE IT WAS!
I found a broken wire just under the plastic cover under the steering wheel.
It was easy to find.....right there in plain view.
I soldered it up and 3M electrical taped it.
Cruise works great!
Thanks for the heads up!!

If your truck has a dsah light, It must be a 1998 and newer??
OK....
that aside,
If your dash light is on and still no cruise working, I would check the vacum hose Look at it very closely really examine it.
If that is ruled out....
I need to know if your truck is auto or stick.
If it is an auto, it might be the throttle position sensor.
Someone else may chime in with more tips....
