$15k is a joke. I would opt for an 03-07 , with a 06/07 5.9 being the best choice, with under 100k on the clock(With records). The Gen 2's have VP44/LP issues, and unless you really understand all of that, it is best to move up to Gen 3. The 12V last forever, but the newest ones now are 15 yrs old and the trucks tend to need lots of work. They are also not as comfortable as the newer trucks.
All that being said, your budget may dictate what you get. Do lots of research and shop Craigs list & Ebay. Do not be afraid to travel to get the right truck at the right price, they are out there. Texas trucks are plentiful in the majpr markets, and no salt.Do your homework on this site and see what to look for on the year/model you are looking at, as well as price. NADA is also a source. Also have the truck checked out by an independent diesel guy.
Good luck with the hunt. If you test drive a late model Gen 3, I believe you will be impressed when you stand on it.

I'd go for another idi - the powerstroke 7.3's are pricey to keep running with the hpop and pricey injectors and I prefer the obs interior feel to the superduty personally.
