Have no clue what to do

I have no oil pressure on the cluster put a new oil pressure sen. On from cummins. Still had no oil pressure in cab. Hooked up a Manuel oil pressure gauge had 60 psi at idle. so I thought it was the cluster. Did a instrument cluster test oil pressure needle works just fine. So now I'm thinking ECM/PCM Issues. There is a check engine light on along with check gauges light on CODE READER WILL NOT LINK TO THE TRUCK all fuses and ground checked. What do you guys think? (Do I need to re-flash/ get a new one)
Thanks for the help,

1999 dodge 2500 5spd 245xxx

does the code reader say something like no communication with ecm?
my free advice would be to clean all grounds body and engine good contacts etc. rule that out first. these trucks are finicky. you can also trouble shoot some things first.
on side note 2/3 last trucks I worked on that would not communicate with ecm ended up needing new ecm's.

look on Mopar1973man site under 24 valve. he tons of stuff on it to step by step diagnosis etc.

DIESELWRKS gave you great advice/info. Short of that, it is time to get a used or rebuilt PCM.

There was a TSB but applied to 12 valve
NO: 08-22-99
SUBJECT: Intermittent Operation Of Oil Pressure Gauge
DATE: July 2, 1999
OVERVIEW:
This bulletin involves selectively erasing and reprogramming the Powertrain Control Module (PCM) with new software (calibration changes).

NOTE: THIS BULLETIN APPLIES TO VEHICLES EQUIPPED WITH THE 5.9L CUMMINS 12 VALVE TURBO DIESEL ENGINE BUILT BEFORE JANUARY 5, 1998 (MDH 0105XX).

SYMPTOM/CONDITION:
Oil Pressure gauge intermittently drops to zero pressure. In addition, the warning chime may sound when the oil pressure gauge drops to zero pressure and the check gauge lamp may come on.

DIAGNOSIS:
Verify proper engine oil level.
Remove the engine oil pressure sensor and install Oil Pressure Line and Gauge Tool C-3292 with a suitable adapter.
Start the engine and warm to operating temperature.
CAUTION: IF ENGINE OIL PRESSURE IS ZERO AT IDLE, DO NOT RUN THE ENGINE.

The minimum oil pressure at idle is 68.9 kPa (10 psi). If the pressure is below the specified value, refer to the Mechanical Diagnosis Charts - Diesel Engine located in the 1998 Ram Truck Service Manual, (Publication No. 81-370-8108), page 9-20 for information regarding diagnosis of low engine oil pressure.
If the engine oil pressure is within the proper specifications, perform the Repair Procedure.
NOTE: WHENEVER A POWERTRAIN CONTROL MODULE (PCM) IS REPLACED DUE TO FAILURE, THE SOFTWARE OF THE REPLACEMENT CONTROLLER MUST BE VERIFIED FOR THE LATEST REVISION LEVEL. USE THE FLASH PROCEDURE TO UPDATE REPLACED CONTROLLERS AS NECESSARY.
