99 cummins revs up

99 cummins revs up
i have a 99 cummins 3500 5spd and when u start it it idel fine but when u hit the gas it just revs up and wont come down u have to kill the truck it has a code for apps sensor so i replaced it 2 times cleard the code and start back up and same thing revs up then code comes back on can it be the ecm thats bad on it i do thank yall for the help.
