99 24V no start

I have a 1999 Ram 2500 24V with auto. trans. I have had no problems with it at all in the last 2 1/2 years. I have been driving it this winter and it started having rough starting once the temperatures got into the 20s, but it would always start. That is, until a couple of weeks ago. It sat for 2 weeks in below freezing weather, then wouldn't start when I tried. I can hear the lift pump running and the grid heater seems to be working as well. I tried plugging in the block heater and that worked well enough that the grid heater didn't need to run hardly at all, but still no start. I disconnected the fuel lines from injectors 1,3 and 4 and after a few seconds of turning it over have fuel coming out of the lines. I reconnected everything. I'm assuming that I had lost prime, but it still won't start. What's the next troubleshooting step? Thanks in advance.

Are the batteries and starter in good enough shape that it turns over vigorously?

These things require a minimum RPM to start, and it can be slowed down appreciably in cold weather by even marginal batteries/etc.

I know mine is in need of a new set of batteries when she sat outside in 8 degree weather and wouldn't start. ( 7 year old batteries ) I go t a pair on order now and will keep her plugged in until they get here.......

Check power and ground at injection pump using a load. Headlight bulb would work, should be as bright as direct connection to battery. If not swap out the relay and retest.

Batteries are about 6 months old, but I did try starting it a few times before making sure that fuel was getting to the injectors. It's on the charger now and will retry starting once the batteries are fully charged.
