put an hx35 on my 93 d350 5 speed 2wd and it made it slower

Honestly upgrading the h1c isn't worth the money to me. I had a 14cm housing on mine and ended up going with a different turbo. It's too bad you bought the "hx35" turbo already because I would have recommended an he351cw if you were willing to spend that kind of money.
But you can't change what has been done so I would hold off on buying any more parts until you have your gauges in and the issues resolved.
If I were you I would put the 12cm housing on the h1c if it all fits together properly.

The one time I figured I needed a hard launch to get into traffic, when I let go of the brake, I scared everybody, including me, within a quarter mile of the smoking demon.
If the transmission was manual, I'd either put in a better turbo, or put a tighter exhaust side on this one.
I bought the 60 mm parts, and a bearing and seal rebuild kit all genuine Holset. Parts went in perfectly.
I just thought of another item on what you're hearing. The one truck I own with straight exhaust and a big stack right behind the cab, I can hear the turbo at idle, or mild throttle. As soon as I get on it, it goes ultrasonic, and only the dog can hear it. If it's loud and audible, it's likely going way slow. This truck is a hard worker for sure, so it's set up pretty frisky. Don't know exactly what the setup is, I bought it this way.
