Plug in block heater

I'm not sure it's working when I plug cord in to garage outlet during cold weather. I'm still having difficulty starting engine. Of course no problem years ago when new. Is there a way to check it? Voltage tester?

my cord corroded where it plugs into the engine, a new cord fixed it

Yep, ohm it out, but as John has said, it is usually just a cord.
