I would start with unhooking everything the PO did. I hope you have the wiring diagrams and a large pot of coffee.

I got a new headlight switch I'll see if it does anything. Is it possible the previous owner messed up the switch by trying to tap into the dimmer?

I've found that 99% of the time when you have multiple electrical gremlins all at the same time it is a ground problem. I would start by checking grounds, the one at the core support near the battery is way undersized and tends to give problems.

" tail lights only work if the hazard switch is down(hazard lights dont work)"
This is the giveaway. The PO hacked the wiring on the multifunction switch. The dash lights are a lesser and different problem. Lets get your outside lights working first.
