High RPM's no power!

Need help figuring out why my 04 dodge 6 speed stick turbo diesel is reving up while driving and not puting out the power that comes with the RPM's.

Not enough fuel.
Plugged filter or bad lift pump.

does it do it in all gears or just a certian one?

05 Grey quad cab short bed, CTD, 4X4, 6 spd HD tranny, to turn 285/70R/17 nitto terra grapplers on mkw 41 diamond plated rims, K&N cold air intake, silencer ring must of fell out when i put the cold air intake on and the cat and muffler must have fell off when i put the 5" miter cut polished stainless steel stacks on. Fuel pressure, boost, EGT, and trans temp gauges to watch what the Banks Six Gun w/ speedloader is doin to the ol' girl.

High RPM's

Mainly only does it in 5th when i'm trying to get up to highway speed, also when i press on the acceleration button for the cruise it kicks it back like it's governing out. Clutch is good, already replaced the fuel filter and had the tranny serviced.

Plugged air filter will definetly give you lack of power at high rpm. Had a truck in shop last week air filter looked good but engine had no power. Put new air filter and it was like a new truck. Customer didn't believe me so he wanted to go drive truck with me. He was a happy camper afterwards. Check fuel flow also, if fuel pump vol is low will cause problems also. If you have high miles on truck fuel pickup in tank can also be plugged up. Did you get the fuel pump replaced yet with intank pump??

The Lift And Fuel Pump Were Replaced Back In 06 Because There Was A Recall On Them, They Are External Mounted On The Fuel Tank Now Instead Of Being Inside It. Check The Air Filter Yesterday And Its Only A Couple Weeks Old. Doing A Process Of Elementation Now, Had A Dianostic Done On It Today And They Couldn't Get A Reading Cause Of It Not Having A Check Engine Light On. Thinking That It Could Be The Injecters And The Fuel Line Being Clogged.

The engine revs up when you put your foot on the gas while in 5th gear but it's not transmitted to the wheels right? The cruise kicks out because the engine speeds up but not the ground speed, right? If these are true it MUST be the clutch slipping.
