Help my ruck wont boost past 10 PSI

OK so i got my truck back from a guy who was supposed to buy it. now I know he neglected it somewhat. and i am trying to bring it back to 100%

The truck is an 01 2500 with 160k miles has a new turbo under warantee, well it was new 4 years ago. the truck has a older superchip d box which is similiar to the edge EZ I noticed the truck wont boost past 10-11 even with my foot to the floor, I am thinking VP but hoping not. as I just replaced a dirty filter which left my fuel pressure at like 1-2 psi before i changed it out, now it sits at 14 (idle) and WOT is around 10, now this is with only 10 pSI of boost, I have looked for leaks nothing is jumping out at me,

any suggestions.

Could be a boost leak. Check all your boots. Also i had my linkage on the waste gate come off one time. Couldn't build any boost either.

I dont know about torque magmt. this truck has had the superchip on here since brand new and it use to hit 30 PSI w/o a j-hook or boost elbow so this is very puzzle(ing) to me

Ok so my vacuum line comming from the fitting in the manifold was split in half took me forever to find because it wasn't obvious anyway now it hits 20 PSI so I am thinking it still has some issues but not as severe as I orig. thought
