When you replaced the batteries, did you reset the APPS?
That could be the reason for the non-responsive thottle. APPS reset procedure

Thanks, Shovelhead... I followed your link and did the APPS sensor reset. No change.
Which of the pumps does the throttle control? This is really irritating...I know the Cummins ISL 450 inside and out but can't seem to solve my own problem...

When you step on the throttle, the pedal is connected via cable to the APPS (mounted to the bracket above the injection pump) which sends a signal the the injection pump, controlling the fuel delivery, and ultimately the RPM.

If you open the valve on the fuel filter to drain the water out and hold the hose up a little then turn on the key to start, fuel should run out if it doesn't. You need a new lift pump. good luck
It sounds like you need a new injection pump.

Yes, that is the Apps recalibration method. I have done it many times.

I recalibrated the APPS Sensor...it was at .71 VDC when I started...the tag on the sensor said it needed to be .554 VDC. The whole process was not very difficult, however, I do want to note that the movement it takes to adjust the voltage is ever so slight. If anyone attempts this procudure be sure to recheck the voltage after tightening the APPS and throttle quadrant to be sure the sensor did not shift.
I also had a friend help with the procedure and testing the LP as mentioned above. There is no change in my situation, other than I know the APPS Sensor is calibrated to the correct value, and there is no audible noise from the LP, or fuel coming from the drain tube when the ignition is in the ON position and the the fuel filter lever is opened. Tomorrow I will buy a Lift Pump...if the Injector Pump is the problem in the long run, I will be losing $200 for preventative maintenance. All and any other ideas are welcome and appreciated.

In case you dont know the LP only fires for a second when you just turn the key on, it will run for 20sec or so if you "bump" the starter and even if you turn the ignition back off it will still run for 10-20seconds after the starter was "bumped"
