I've had the same problem, and all I can say is what works for me is a very specific sequence:
1. Run the update program. Let the update window come up.
2. Now plug in the module
3. Run the update
4. Unplug the module
5. Close the window
Have you tried it in that specific sequence?

My hp notebook with XP Pro acts a bit funny also, but it works. I follow a similar sequence to HOV and start the program before plugging in the X2. Then I update the doo-dad, close the program, and unplug the X2.

There are two methods to check the existence and version of the .NET Framework. Either one of these will suffice:
Method 1
Click Start -> Control Panel -> Add/Remove Programs
If "Microsoft .NET Framework 1.1" appears in the list, your system meets the requirement.
Method 2
Click Start -> Control Panel -> Administrative Tools
If "Microsoft .NET Framework 1.1 Configuration" and "Microsoft .NET Framework 1.1 Wizards" appear, then your system meets the requirement.
If the Framework does not appear to be installed, or the older version 1.0 is installed, you need to download and install the latest version.
Run the Windows Update via Start -> Programs -> Windows Update or visit http://windowsupdate.microsoft.com and select the .NET Framework as an optional download.
Also, you can visit http://www.microsoft.com/downloads/ and download the ".NET Framework Version 1.1 Redistributable Package"
Found this with google.
