Wiper speed

Today was the first time I really got to use the windshield wipers ( other than just to clean off the wiper fluid) in more than 5 or more months! It actually rained hard for about 3mins!! Now it's hot again. I noticed that the low and high setting wipe at the same speed, which will be the low speed. Isn't it suppose to wiper faster on the higher speed (it's the highest on the control arm) as if you didn't already know but I threw it out their anyways. If it is suppose to go faster how do I fix it?
