The diaphram in the vac actuator probably has a hole in it which would cause the waste gate to be held shut I believe. Get a turbo master. I've had one on since 1999 w/ no problems.http://www.usdieselparts.com/turbomaster.cfm
OK re thought this, the wastegate would be stuck open which could cause low power.
low power could also be: clogged fuel filter, bad lift pump, bad injection pump, apps out of adjustment.
really need more info also: fuel pressure, any smoke and color?

I'm having a similar issue.. black and white smoke.. loss of power... I noticed my wastegate rod would not move even with vice grips.. I think it might be stuck open.. any ideas how to fix it and or a DIY on replacement?
