tuning cb antena?

tuning cb antena?
I have a corbra LTD 29 classic and a willson 2k antena.
The directions for tunning say that the swr meter sould not be over 3. Well I moved the antena up and down its full travel and cannot get the swr below 3. What is the problem is it still to long?

Where and how did you mount the antenna? Did the instructions for the antenna have you cut the antenna?Did you put the ends on the coax? Have you checked the coax for continuity between center post the on pl-259 and the outer piece.

I made a braket out of stainless angle drilled a hole in it for a antena stud( came with 1 plastic washer or insulator, put the stud thru the hole put insulator ontop side of braket and put nut on (Looks like a coupling nut) then installed the antena. I talked to a tech from cobra and he says that the antena is grounded out, I am thinking the cb cable is the problem, I bought the cable from a truck stop for cb's but it must now be a good quility one. I have a ohm meter what do I neet to do to test the cable or check for continuity. what would the meter read?
