The FSS (Fuel Shutdown Solenoid) is circled in green in this picture.
The lever circled in red is the manual shut down lever. This will kill the engine (regardless of FSS operation) if it is moved toward the cab (clockwise). When you hear people referring to the "pull cable" or "pull cable club" it means their FSS isn't working and they tied a cable to this lever to shut their engine down from inside the cab.

There is a place online you can get the FSS for cheap, I believe this is the solenoid ...

The older VWs use a variation of the same VE pump that we have on our engines, the shut down solenoid is exactly the same part. I replaced mine with the one on this website, now my truck will actually shut off. It's a beautiful thing.

By chance does anyone know a good method to get the solenoid out? Mine went out the other day and a tried taken a chisel to knock it loose and that didn't work. It made me to nervous I would screw it up. Should I grind that plate off that's in the way or is that a bad idea?

Ok I got it just used a cresent wrench and bent the bracket down. still had to remove the throttle linkage to do it but finally got it out and alot faster and safer then grinding it. but then the fss came out just fine.

Unless it's untaxed, then it's red.

it can be done without moving any brackets, you just get to turn it about 1/16'th of a turn at a time and use multiple crescent wrenches and channel locks. make sure you get the plunger and spring out, and reconnect the little plugs nice and tight.
