Strange fueling issue or transmission issue?????

Truck has been acting strange since the beginning of the engine conversion. I originally thought it was a trans issue, But now i am not sure.
A little backgrond.
I am working with a 03 CR motor in a Ford Excursion with the Ford automatic that is controlled by a PCS stand alone controller

Here is what it does.
Leaving a stop light the truck fuels fine and pulls hard. If i let of the pedal and coast then get back in it i can go 75% throttle and the truck just makes noise and wont pull. The engine will rev but makes no power. It will do this every time you accelerate fairly hard then let off from a dead stop. It usually takes 10 seconds back on the throttle then it will pull hard. I have no egt when it does it and nothing out the tailpipe.If i come to a stop at a light then start it will fuel fine again. If i just coast along for a bit the power just comes back all of a sudden. I seems fine cruising on the highway getting on and off the fuel. It seems like the trans is slipping and the T/C wont engage. If i blip the throttle i can get the trans to up shift and lock the converter but that takes a few seconds so i am not sure about that. I need to get A/E as i have no way to read data on the ECM with my OTC scanner
