Stop light issue

The right stop light on my 05, 3500, is not working. I have replaced the bulbs. When I put w meter on the stop light recptacle I get 9+ volts on 2 of the 5 recptacle blades with no lights or anything on. Is this normal. I have checked the light bar that the 3 bulbs plug in to and there is continuity there. I feel for some reason there is no power going to that stop light but can't figure why there id voltage to the 2 recptacle. Has anybody experienced this?
