Need contacts insidestarter. Very common issue. Local lat/start shop will have or cna install, unless he vows must rebuild to specs. Find another or look at suppliers supporting this site. JMHO

I have a warranty that will cover the whole starter but wanted to make sure that that was what it was before i dropped it off at dodge, Also when it doesn't start you can hear a little tick down by the fuse box, took the cover off the fuse box and held my finger on that big blue doohicky and when you hear the click you can feel it on that blue deal, you still think it is contacts??

Yes, it's the contacts where the plunger actuates. You'll probably find one thinner, more wore out than the other. Replace both of them (and possibly plunger) and your problems should go away!

I installed the heavy duty contacts and plunger from Larry B's and have had 0 problems. A very inexpensive and easy fix for this common problem.
