Soot on Turbo Blades - is this normal?

I took my cool blue hose and tag off last weekend to make room for access so I could hook-up a block heater cord and noticed the blades on my turbo were slightly black with a soot like residue? Is this normal? I use Mopar air filters – did I have dirt getting in somehow? Maybe I didn’t have the hose seated on the turbo housing correctly? Any ideas?

It sounds like dirt on the blades. You are definately getting dirt from somewhere. If you are using a K&N filter replace that with something better. They're known for letting dirt through. Otherwise it could be something not seated properly.
