Smoking under 1500rpms

I have an 03 that seems to let out a steady stream of smoke until i am over 1500 rpms and it only happens when I accelerate. If i am crusing and the rpms are below 1500 there is no smoke that i can seem. I talked to a guy at cummins and he thought there might be an injection issue. Any ideas would be nice. He said he cant do anything with it and it would have to go to dodge

is it completely stock? mine will blow smoke until i get some boost built up, but that is just because of the over fueling.
