Slow pressure build

Lately I have been having my low side pressure build very slowly. I realize the system is self bleeding, but typically the pressure used to shoot right up to 12psi on first turn of key. Would start very fast. One morning the pressure was slow to build and the pump made a funny noise. It also was harder to start. Eventually the problem got so bad that after sitting for a few days, the pressure was at ZERO pounds on the low side, and the truck wouldn't even start. I've tested the PRV, swapped back in my stock pump, checked the fuel filter ring, etc. Any ideas? I noticed a very small nick on the o-ring that goes on the inlet port of the fuel filter housing, but I'm not sure how much of a difference that would make? If so, anyone know what size it is so I can run to the store and get another one? Thanks for your help.

EDIT: Oh, and when I tested the PRV, after removing the test fitting I heard what sounded like a small flow/gurgling of fuel from around the filter canister. Maybe something, maybe nothing? Thanks

EDIT #2: Does anyone know of a test to find out if fuel is draining back on the low side? I know how to do the return test for injectors with the special service fitting, I was wondering if there is something that can be done to find out if there is a cause for fuel draining back to the tank. Thanks.
