If you've got a wastegate on it you should be able to adjust the spring tension to adjust when it opens.
Connect the wastegate and see IF it opens. Adjust the spring tension to get the psi you want.
I had to drop mine from over 55 down to 47 and I think that may be too high for the stock head bolts.

Yes an HX35 is fixed at like 24 psi i think. something low. Its a vacuum diaghram.

Just wire it closed and see what boost you hit...

like a banks big head w/g actuator will be adjustable up to like 40 psi...., or a $10 boost controller like Dave has

I'm not sure about the tie wrap I think it would melt? I have used a hose clamp though and it works fine.

use a tight spring that you can adjust like a j-hook that you can buy for the hy turbos. Or use a turnbuckler that will keep it shut. I use both on my he351, use the turnbuckle when i don't want it to open, and put the spring on if i want it to open and i can make it open later by tightening the spring(its actually a j-hook for an hy35, but it works)

Yea that is interesting, I'm thinking banks big head.

The HX35 i have here on the bench waiting to go on the 93 is definely not adjustable.

Pull cable it.
Then you can adjust it manually, if you need/want to.

Mark.
