Rokk timming sensor mpg problem

My overhead console always say I'm getting 19.5 mpg in the city ( I know its always high buy 2 miles per gallon)I calculate at 16 or 17 mpg. I put one of the rokk timming sensors on a last week and the console milage went up to 21.6 right off the bat. That lasted a couple of days and now it went down to 17 mpg so I checked it and I'm got 15 mpg. It's always got 16 or 17 intown.
What would make it get worse over a few days?

Thanks Rob
